Applies the thirty-day notice requirement to sales and leases of project land, as well as hearings on substantial portions of projects under UDC authority

Extends the thirty-day notice period to municipal public hearings before local governing bodies consider sales, leases, grants, or conveyances of property to the UDC

Requires thirty days' notice before public hearings in cities with populations over one million regarding UDC project plans filed with community boards

Takes effect immediately upon enactment
