Extends the expiration date of Chapter 746 of the Laws of 1988 from December 1, 2014 to December 1, 2019, which addresses civil liability of vehicle owners for traffic control signal violations.

Extends the expiration date of New York City Local Law Number 46 of 1989 from December 1, 2014 to December 1, 2019, which relates to civil liability for traffic control signal violations under the administrative code.

Maintains that any local laws enacted pursuant to the 1988 statute shall remain in full force and effect only until the December 1, 2019 expiration date.

Takes effect immediately upon enactment.
