Authorizes the town of Stony Point in Rockland County to allow police officers Dennis Tobin, Thomas Clarke, and Christopher Schulok to participate in the optional 20-year retirement plan under Section 384-d of the Retirement and Social Security Law, despite missing the original enrollment deadline through no fault of their own.

Requires the town to file a resolution with the state comptroller by December 31, 2014, certifying that the three officers did not fail to apply due to their own negligence.

Allows the three officers to elect coverage under the plan by filing a request with the state comptroller by June 30, 2015, and entitles them to full rights and benefits under Section 384-d.

Town of Stony Point must bear all past service costs associated with the plan, estimated at approximately $14,300 as a one-time payment and approximately $14,700 in increased annual contributions for fiscal year 2015.

Takes effect immediately upon enactment.
