Authorizes the State Liquor Authority to issue a license to the Culinary Institute of America in Hyde Park, New York to manufacture and sell alcoholic beverages on its premises.

Permits beer brewed on the Culinary Institute's premises to be sold directly to restaurant licensees on-site without requiring sale through a New York State licensed beer wholesaler.

Applies to specific parcels of land in the Town of Hyde Park, County of Dutchess, with detailed legal descriptions provided in Schedule A and Schedule B.

Includes restrictions on the premises: no live entertainment (bands or DJs) and business closure by 11:59 p.m. daily if alcoholic beverages are served, both restrictions automatically terminating after five years.

Takes effect immediately upon enactment.
