Amends Civil Service Law Section 76 to allow disciplinary procedures for competitive class employees to be negotiated through collective bargaining agreements with public employers under the Taylor Law.

Invalidates the 2006 NYC PBA court decision that prevented police officers from enforcing negotiated disciplinary procedures by establishing that sections 75 and 76 do not repeal or modify existing disciplinary laws unless negotiated agreements provide otherwise.

Restores validity to current and expired collective bargaining agreements and interest arbitration awards relating to police officer discipline that were invalidated or rendered unenforceable by court decisions or administrative rulings based on public policy grounds.

Applies restored agreements and awards retroactively to disciplinary charges pending on the effective date and to all future disciplinary charges.

Takes effect immediately upon enactment.
