Grants John J. Ginestro, III retroactive Tier V membership status in the New York State and Local Employees' Retirement System with an effective date of March 29, 2012, his first date of employment with Onondaga County as an electrician.

Allows Ginestro to file an application with the state comptroller on or before December 31, 2014 to claim the retroactive membership due to an administrative error that delayed processing of his original application from March 29, 2012 to April 2, 2012.

Provides that no member contributions made by Ginestro will be refunded under this act.

Requires Onondaga County to bear all past service costs incurred, estimated at approximately $9,880 as a one-time payment and approximately $4,350 in increased annual contributions for fiscal year 2015.

Takes effect immediately upon enactment.
