Places all employer past service costs on the St. Paul Boulevard Fire District, which may be paid in ten equal annual installments, estimated at approximately $204,500 upfront or $27,700 annually if amortized

Increases the fire district's annual pension contributions by approximately $22,000 in fiscal year 2015, with future costs varying based on billing rates and salaries
