Removes Interstate Route 84 from the Catskill section of the Thruway Authority's jurisdiction by striking the language that included "a highway connection which runs from the Pennsylvania line at Port Jervis to the Connecticut border east of Brewster, presently known as interstate route 84"

Excludes the portion of I-84 between the interchange with Route 9W on the west shore of the Hudson River and the interchange with Route 9D on the east shore, which remains under New York State Bridge Authority jurisdiction

Repeals Section 21 of the Court of Claims Act, which previously required consent from the Department of Transportation commissioner for settlement of claims by the Canal Corporation

Takes effect immediately upon enactment
