Establishes a new "developmental disabilities managed care plan" as a type of managed care plan that requires a certificate of authority from the Commissioner of Health and the Commissioner of Developmental Disabilities.

Modifies enrollment and care coordination requirements for developmental disabilities managed care plans, including provisions allowing participants to change plans at any time without cause and exempting these plans from certain primary care practitioner requirements.

Requires the Commissioner of Health to certify rates and fees for services provided by facilities licensed or operated by the Office for People with Developmental Disabilities using revised methodologies developed as a condition of federal approval of the People First Waiver Program.

Authorizes the Commissioner of Developmental Disabilities and Commissioner of Health to contract without competitive bidding for services necessary to operate managed care systems under the People First Waiver Program, including quality assessment, enrollment counseling, and information technology, subject to website posting and review requirements.

Repeals subdivisions (a) through (h), (i) through (m), and (o) of section 41.36 of the mental hygiene law relating to previous developmental disability service methodologies.
