Repeals the existing annual consulting services report requirement in State Finance Law Section 8, Subdivision 17, consolidating it into a new comprehensive procurement report system.

Requires the State Comptroller to submit an annual fiscal year report to the State Procurement Council, Governor, and legislative fiscal committees containing consolidated data on all state agency contracts, including active contracts, reviewed contracts, and contract award protests.

Mandates the consolidated report include contract details such as vendor information, contract descriptions, dollar values, approval status, expenditures, procurement methods, and number of bids received.

Requires the report to include planned and actual employment data for consulting contracts, organized by employment category, including number of employees, hours worked, and compensation.

Directs state agencies to report annually on single source contracts awarded, including the total number and dollar value, and requires agency heads to assess their efforts to minimize single source contract awards.
