Requires supportive housing facilities in cities with populations over one million to be distributed across boroughs in proportion to each borough's population share of the city's total population.

Community boards or neighborhood boards may grant exemptions from the proportional distribution requirement.

New supportive housing facilities built after the act's effective date must be located in boroughs with the lowest current concentration of such facilities relative to their population.

Community board or neighborhood board approval is required before any supportive housing facility can be sited, constructed, or established in cities with populations over one million.

Defines "supportive housing facility" as not-for-profit operated residences funded by federal, state, or municipal governments serving people with mental illness, trauma, abuse, chemical dependency, chronic illness, and shelters for homeless individuals, abused women and children, and veterans.
