Establishes the "State and Local Government Food Waste Reduction Act" requiring covered food service establishments operated by state agencies, municipalities, and local education agencies to minimize food waste generation.

Defines "covered food service establishment" as facilities generating over 2,000 pounds of food waste per week (2016-2017), declining to 1,000 pounds (2018-2019) and 500 pounds (2020 and thereafter), averaged over ten weeks.

Requires covered establishments to prioritize excess food distribution to poor and disadvantaged people through community programs, followed by animal feed, then composting or anaerobic digestion.

Mandates covered establishments provide collection and educational resources including training, signage, and guidance to teach effective procedures for sorting materials for organics and recycling.

Provides liability protections for agencies, municipalities, and local education agencies making food donations under the Act and allows municipalities to promulgate regulations to implement and enforce the law.
