Authorizes Onondaga County to use design-build contracts (single entity responsible for both design and construction) for the Onondaga Lake Amphitheater project, notwithstanding General Municipal Law section 103, provided a project labor agreement is performed.

Establishes a two-step selection process: Step one generates a qualified entities list through a request for qualifications; Step two selects the best value proposal through a request for proposals based on cost, quality, qualifications, and other county-determined criteria.

Requires the project to be performed as a public work under Article 8 of the Labor Law with prevailing wage requirements enforced by the New York State Department of Labor, and mandates compliance with professional licensing requirements under Education Law Articles 145, 147, and 148.

Prohibits entities debarred under the Davis-Bacon Act (40 U.S.C. 3144) from submitting bids or being awarded contracts while debarred, with the Department of Labor providing notice and appeal opportunity.

Requires the county to conduct a study determining whether a project labor agreement is in its interest, and if not performed, the county must use standard competitive bidding under General Municipal Law sections 101 and 103 instead of design-build; act expires two years after enactment unless requests for qualifications have been issued.
