Amends Executive Law Section 353 to require the Division of Veterans' Affairs to maintain a fact sheet on its webpage titled "Information for Veterans Concerning Health Care Options" containing contact information for Veterans Integrated Service Networks in New York and the U.S. Veterans Health Administration.

Requires hospitals to ask patients upon admission whether they are veterans and provide veterans with a copy of the health care options fact sheet before discharge.

Defines "veteran" as a person who served in active U.S. military or naval service during a war in which the United States engaged and received a discharge other than dishonorable, or who has been furloughed to the reserve.

Provides immunity from liability for the state, its subdivisions, agencies, and hospitals for failure to provide or receive the required notice.

Establishes effective dates of 90 days after enactment for the Division's webpage requirement and 180 days after enactment for the hospital disclosure requirement.
