Authorizes the town of Carmel to make the optional 20-year retirement plan (Section 384-d of the Retirement and Social Security Law) available to police sergeant Robert Behan and police officer James Evans, who missed the initial enrollment deadline through no fault of their own.

Requires the town of Carmel to file a resolution with the state comptroller by December 31, 2014, certifying that the officers did not fail to participate due to their own negligence.

Allows the police officers to elect coverage under Section 384-d by filing a request with the state comptroller on or before June 30, 2015, with full rights and benefits associated with the plan.

The town of Carmel must bear all past service costs associated with implementing this act, estimated at approximately $67,900 as a one-time payment and approximately $20,100 in additional annual contributions for fiscal year 2015.

The act takes effect immediately upon enactment.
