Amends Labor Law Section 904 to establish a tiered fee schedule for asbestos project notifications based on project size in linear feet or square feet, ranging from $200 to $2,000.

Contractors must notify the EPA Region II and the commissioner in writing at least 10 days before starting asbestos projects involving more than 260 linear feet or 160 square feet of asbestos material.

Creates an exemption allowing owner-occupied one or two-family homes damaged during a declared state of emergency or disaster to pay a fixed notification fee of $200 instead of the tiered amount.

Notification must include contractor information, building details, amount and location of friable asbestos, scheduled dates, and procedures to be employed.

Takes effect immediately upon enactment.
