Amends the racing, pari-mutuel wagering and breeding law to require that joint affiliations or contractual arrangements between racing associations, franchised corporations, off-track betting corporations, and multi-jurisdictional account wagering providers follow the same distributional policy for retained commissions.

Establishes that any joint affiliation or contractual arrangement entered into on or after the effective date must be subject to review and approval by the racing commission to determine if it serves the best interests of New York's racing industry.

Applies only to partnerships, joint ventures, or other affiliations or contractual arrangements established on or after the law takes effect.
