Amends Chapter 675 of the Laws of 1984 to expand leaves of absence with full salary for New York State Teachers' Retirement System members employed as full-time teachers to include service as elective officers of statewide affiliates of local employee organizations, not just local organizations themselves.

Removes the four-officer limit on the number of teachers who may take such leaves of absence.

Requires the statewide affiliate (rather than the employer) to reimburse the public employer for the employee's full salary, fringe benefits, and retirement credit costs during the leave of absence.

Salary during leave is based on what the employee would have earned in their original position using the applicable year's salary schedule for the negotiating unit.

Takes effect immediately upon enactment; fiscal analysis indicates no annual cost to employers since all costs are reimbursed by the statewide affiliate.
