Creates a Commercial On-Bill Repayment (OBR) Program administered by the New York State Energy Research and Development Authority to finance clean energy improvements for commercial and non-residential structures through utility bills.

Allows OBR partners (banks, credit unions, energy service companies, etc.) to provide financing for qualified clean energy improvements including energy efficiency, renewable energy, combined heat and power, and demand response technologies, with repayment collected on electricity or gas bills.

Requires the Public Service Commission to establish billing and collection procedures for on-bill repayment charges within 150 days of enactment, and mandates electric and gas corporations implement collection services within 300 days.

Establishes an OBR Master Servicer to approve agreements, handle billing/collection, and process disputes; includes fees to be paid by OBR partners to utilities and the Authority to defray program costs.

Requires the Authority to record OBR obligations as declarations on property records that survive changes in ownership or tenancy until fully satisfied, and mandates sellers disclose OBR charges to prospective purchasers prior to accepting purchase offers.
