Increases the debt limitation for school districts coterminous with, partly within, or wholly within cities of less than 125,000 inhabitants from 5 percent to 10 percent for education purposes.

Requires approval of 60 percent or more of qualified voters in the school district, consent of the Regents of the University of the State of New York, and consent of the state comptroller to exceed the limitation for specified objects or purposes.

Directs the Legislature to prescribe by law the qualifications for voting at elections on propositions to increase indebtedness.

Requires the amendment to be referred to the first regular legislative session following the next general assembly election and published for 3 months before that election in accordance with constitutional requirements.
