Amends Mental Hygiene Law Section 41.55 by adding subdivision (a-1) to establish how funding allocations are determined for community mental health support and workforce reinvestment programs.

Requires that allocated funds be reduced by a factor equal to the vacancy rate of state-operated in-patient psychiatric hospital beds from the most recent available year.

Takes effect immediately upon enactment, with the amendment subject to repeal if Section 41.55 itself is repealed.
