Amends the Civil Practice Law and Rules to redistribute asset forfeiture proceeds by increasing allocations to the Chemical Dependence Service Fund from 40% to 40% (moved to earlier in distribution sequence).

Reduces the claiming authority's allocation for investigation, preparation, and litigation costs from 15% to 15% (redesignated as paragraph (f) and applied to remaining funds after earlier distributions).

Reduces the claiming authority's allocation for property protection and maintenance costs from 40% to 5% (redesignated as paragraph (g) and applied to remaining funds after earlier distributions).

Establishes a new distribution priority where the Chemical Dependence Service Fund receives 40% of remaining moneys after initial distributions, before the claiming authority receives funds for property-related costs.

Takes effect immediately upon enactment.
