Expands the definition of "wireless communications equipment" to include portable computers and tablets, in addition to wireless handsets, pagers, and personal digital assistants.

Extends insurance coverage regulations to arrangements that provide substantially similar benefits to traditional insurance policies, including benefits conferred through purchase, installment sale, or lease of wireless equipment or services.

Requires insurers to disclose that monthly insurance premiums may include fees payable to administrators and vendors, using a standardized disclosure format.

Clarifies that employees of wireless equipment vendors are not qualified to evaluate the adequacy of purchasers' existing insurance coverages unless otherwise licensed.

Takes effect immediately upon enactment.
