Amends the New York State Urban Development Corporation Act to authorize the corporation to enter into agreements for administration and reporting of funds repaid, received, expended, or collected consistent with section 16-T provisions across multiple loan programs.

Requires lending organizations to submit annual reports to the corporation detailing the number of program loans made, funding used, loan proceeds use, jobs created or retained, economic development generated, and outstanding loan status.

Mandates the corporation publish all required annual reports on its website beginning January 1, 2015.

Applies new reporting and administration requirements to the regional revolving loan program, several business assistance programs, and other designated loan programs while preserving existing obligations under original contracts.
