Establishes Phase Two of Rochester school construction program authorizing 26 additional projects up to $435 million in total costs, following Phase One's 13 projects at $325 million.

Reconstitutes the Rochester Joint Schools Construction Board (RJSCB) with seven voting members: three appointed by the mayor, three by the superintendent, and one independent member agreed upon by both, plus a non-voting independent compliance officer.

Expands the program manager's role to include planning, design, financing and other services for construction projects, and requires new contracts for Phase Two program managers and independent compliance officers to be competitively bid.

Requires superintendent submission of comprehensive draft plan for Phase Two projects and establishes cost controls limiting Phase Two project costs to 43 million dollars or 10 percent above approved costs, with provisions for redesign if exceeded.

Adds new definitions including "professional services," "mayor," "superintendent," "Rochester City School District Board," and "Rochester City Council," and extends reporting requirements through June 30, 2021 or Phase Two project completion.
