Establishes salary schedules for nonjudicial court system employees with 2% annual increases effective October 1, 2014, April 1, 2015, and April 1, 2016, with salary grades calculated based on hiring rates, increments, and maximum compensation rates

Provides compensation increases for allocated and unallocated position employees from April 1, 2011 through April 1, 2016, including annual increments, bonuses ranging from $1,900 to $2,100 for employees with 20+ years of service, and longevity payments of $2,250 to $6,900 starting April 1, 2016

Implements location pay ranging from $200 to $3,697 annually depending on geographic location (New York City, Nassau, Suffolk, Rockland, Westchester, Duchess, Putnam, Orange, or Monroe counties)

Authorizes the chief administrator of courts to withhold up to one-half day's salary in the last four payroll periods of fiscal years 2015 and 2016 if the court system's budget does not become law

Provides a one-time lump sum payment of $750 effective March 31, 2017, to all covered employees and eliminates longevity and extra-longevity rates effective April 1, 2016
