Authorizes NYC School Construction Authority to enter into agreements with the Department of Health and Mental Hygiene, Department of Buildings, and Department of Housing Preservation and Development to access data necessary for developing student population projections citywide, by community school district, and by community board.

Requires the Authority to coordinate with the Office of City Planning, Department of Buildings, Department of Housing Preservation and Development, and Department of Health and Mental Hygiene to create uniform citywide student population projections for a minimum of five years to be used in the five-year educational facilities capital plan.

Mandates that the Chancellor factor and account for student population data when preparing five-year educational facilities capital plans and detailed project scopes, and include how such data is factored into each project.

Requires community school district education councils to make public a summary of hearing issues, statement of reasons for rejecting alternative recommendations, and description of any plan changes resulting from the hearing when submitting recommendations on the five-year capital plan to the Chancellor.

Amends site plan filing requirements to include projected student population data for affected community school districts and community boards, the data source, and explanation of how the plan addresses student population projections.
