Excludes state assessments and locally selected measures of student achievement based on Common Core Learning Standards English Language Arts and/or Math assessments from composite effectiveness scores for classroom teachers and building principals during the 2013-2014 and 2014-2015 school years.

Requires composite effectiveness scores to be recalculated by dividing remaining subcomponent scores by the maximum allowable points and multiplying by one hundred when assessments are excluded.

Authorizes the Commissioner of Education to apply for and obtain federal approvals or waivers, including waivers under the Elementary and Secondary Education Act of 1965 and No Child Left Behind Act of 2001.

Takes effect immediately, or if enacted after June 30, 2014, is deemed effective retroactively to that date; expires if necessary federal approvals or waivers are denied.
