Establishes new salary schedules for state employees in the rent regulation services negotiating unit effective April 1, 2010; March 27, 2014; and March 26, 2015, with salary grades 1-32 and stepped increases detailed in tables.

Grants two percent salary increases to eligible full-time employees in the rent regulation services unit effective March 27, 2014 and March 26, 2015, adjusted to nearest whole dollar, with employees at hiring rate or specific steps advancing to next salary level instead.

Provides three thousand twenty-six dollars annual downstate location adjustment for employees whose principal place of employment is in New York City or Rockland, Westchester, Nassau, or Suffolk counties, payable in addition to base salary and counted for overtime and retirement purposes.

Authorizes state contribution to dependent care accounts for employees in the rent regulation services unit as specified in their collective bargaining agreement and provides authority for payment of grievance and arbitration settlements.

Appropriates four hundred fifty-four thousand dollars total across various departmental accounts for fiscal year beginning April 1, 2014 to implement salary increases and related benefits, with lump-sum payment owed for salary increases retroactive to April 1, 2014.
