Creates an exception allowing electronic cigarette use only in retail electronic cigarette stores, while prohibiting their use in all other areas where smoking is restricted.

Permits electronic cigarettes at tobacco product sampling events in enclosed rooms for up to two days per calendar year, with advance notice to enforcement officers.

Redefines "electronic cigarette" to mean any electronic device that vaporizes nicotine for inhalation, including refills and cartridges, but excludes FDA-regulated drugs or medical devices.
