Adds "substance use disorder" as a criterion for a minor to be classified as a "person in need of supervision" in family court proceedings.

Requires the designated lead agency to assess whether a youth would benefit from substance use disorder treatment when a petition alleges the youth has such a disorder and could pose danger to themselves or others.

Authorizes courts to direct minors adjudicated as needing supervision due to substance use disorder to available substance use treatment services for an initial period not exceeding 60 days, extendable up to 90 additional days with court approval.

Establishes procedures for treatment providers to petition for extension of placement before the scheduled release date, with courts required to hold hearings within 5 days of petition filing.

Specifies that substance use treatment extensions cannot continue beyond the child's 18th birthday without their consent, and children must be released to parental or legal guardian custody when treatment conditions are no longer necessary.
