Establishes a public awareness and educational campaign on heroin and prescription opioid addiction to be developed jointly by the Office of Alcoholism and Substance Abuse Services Commissioner and the Department of Health Commissioner.

Campaign must include information on dangers of heroin and opioid abuse, addiction risk, recognizing addiction signs, opioid overdose prevention programs, and reducing stigma associated with addiction.

Campaign shall utilize social and mass media including internet, radio, billboards, and posters, and recruit public ambassadors such as athletes and celebrities to promote awareness messaging.

Campaign must include an internet website providing information for parents, children, and healthcare professionals on opioid and heroin risks, available resources, and locations for proper disposal of controlled substances.

Campaign must begin no later than September 1, 2014, and the Commissioner must submit annual reports to the Governor and Legislature by December 1st each year detailing campaign actions and appropriations needed.
