Authorizes the NYC School Construction Authority to enter into agreements with the Department of Health and Mental Hygiene, Department of Buildings, and Department of Housing Preservation and Development to access data necessary for developing student population projections.

Requires the Authority to coordinate with multiple city agencies to create uniform, citywide and community school district student population projections for a minimum of five years, which must be used in creating and implementing the Authority's five-year educational facilities capital plan.

Mandates that site plans for new school construction include projected student population data, its sources, and explanation of how the plan accounts for student population projections; requires community school district education councils and community boards to consider these projections during public hearings.

Requires the Chancellor to factor and account for population data from city agencies when preparing five-year educational facilities capital plans and detailed project scopes.

Mandates that community school district education councils publicly disclose summaries of hearing issues, reasons for accepting or rejecting alternative recommendations, and descriptions of plan changes resulting from public input.
