Authorizes the Chief Administrator of the Courts to establish a Court for Veterans in any criminal court statewide and assign judges to preside over such courts.

Allows criminal cases against defendants identified as veterans, or cases from other courts within the judicial district deemed appropriate for the veterans court, to be transferred to the Court for Veterans.

Permits defendants in local criminal courts to request case transfers to the Court for Veterans upon or after arraignment, with the veterans court judge determining within five days whether transfer would promote administration of justice.

Permits defendants in superior courts to request case transfers to the Court for Veterans at any time during proceedings, with the veterans court judge reviewing the request within five business days.

Requires that transferred cases remain subject to the same substantive and procedural law that would have applied had they not been transferred.
