Rewrites the crime of aggravated harassment in the second degree to require that communications contain threats of physical harm or property damage, rather than merely being likely to cause annoyance or alarm.

Expands the definition to include threats directed at members of the same family or household as defined in Criminal Procedure Law Section 530.11.

Removes telegraph from the list of communication methods while explicitly adding computer and any other electronic means.

Adds a new subdivision making aggravated harassment in the second degree applicable when a person commits harassment in the first degree and has a prior conviction for harassment in the first degree within the preceding ten years.

Updates Executive Law Section 631 to reference the new subdivision five of Penal Law Section 240.30 (previously subdivision four) regarding eligibility for crime victim awards.
