Extends the deadline for issuing certificates of completion required to qualify for brownfield redevelopment tax credits from December 31, 2015 to March 31, 2017.

Increases the maximum amount of bonds that may be issued for hazardous waste site remediation projects from $1.2 billion to $1.5 billion under the public authorities law.

Extends the deadline for new appropriations for hazardous waste site remediation projects from March 31, 2013 to March 31, 2017.

Appropriates $100,000,000 from the state treasury's capital fund to the Department of Environmental Conservation for carrying out the provisions of the act, effective April 1, 2014.
