Authorizes advanced home health aides to perform advanced tasks including administration of routine, prefilled medications under direct supervision of a registered professional nurse employed by licensed home care agencies or certified hospice programs, effective January 1, 2016.

Prohibits advanced home health aides from administering injectable medications (except insulin), performing sterile procedures, or maintaining central lines, and requires establishment of a drug diversion prevention system.

Requires advanced home health aides to have at least one year of experience as certified home health aides, complete training, pass competency examinations, and be listed on the Home Care Services Registry maintained by the Department of Health.

Mandates nursing supervision requirements including monthly visits for acute care recipients and every six months for maintenance care recipients, with registered professional nurses available by telephone 24/7 and a staffing ratio not exceeding one nurse per 50 individuals.

Establishes an expiration date of June 30, 2019, and requires reports by March 1, 2015 and January 1, 2019 on implementation, outcomes, adverse events, and recommendations regarding extension of the program.
