Amends insurance law sections 3216, 3221, and 4303 to require coverage for ostomy equipment and supplies including flanges, collection bags, clamps, irrigation devices, sanitizing products, ostomy rings, and ostomy belts when prescribed by a physician or licensed health care provider.

Changes coverage requirement from "recommended or prescribed" to only "prescribed" by authorized healthcare providers under New York Education Law.

Removes requirement for Department of Health to maintain and update a list of additional medically necessary ostomy equipment and supplies.

Makes ostomy equipment coverage subject to annual deductibles and coinsurance as determined by the Superintendent of Financial Services and requires coverage to be identical to federal Essential Health Benefits requirements under the Public Health Services Act.

Applies to medical policies, major medical coverage, group accident and health insurance policies, medical expense indemnity corporations, and health service corporations in New York State.
