Authorizes New York City to establish maximum speed limits higher or lower than the 55 mph statutory limit on city highways, with a minimum of 25 mph (15 mph for school zones).

Requires cities to provide 60 days written notice and an opportunity for community boards to comment before lowering any speed limit by more than 5 mph.

Permits cities to establish speed limits below 25 mph for traffic calming measures, with a minimum of 15 mph, provided physical engineering measures are implemented beyond just traffic control signs.

Mandates cities report to the governor, state senate, and assembly by March 1, 2015 and biannually thereafter on traffic calming results, including accident comparisons before and after implementation, with reports made publicly available online.

Takes effect 90 days after becoming law.
