Adds "criminal sale of a prescription for a controlled substance or a controlled substance by a practitioner or pharmacist" as defined in section 220.65 of the penal law to the list of offenses designated under Criminal Procedure Law section 700.05(8)(c)

Adds section 220.65 relating to controlled substances to the list of felonies qualifying for persistent felony offender designation under Penal Law section 460.10(1)(a)

Creates a new criminal offense for practitioners or pharmacists who illegally sell controlled substances or prescriptions for controlled substances

Takes effect immediately upon enactment
