Commissioner of Mental Health, in consultation with the Department of Health, shall establish a heroin and opioid addiction treatment and hospital diversion demonstration program throughout the State.

Program shall provide short-term, residential, and peer-supported detoxification and transitional services for heroin and opioid addiction, utilizing existing medically monitored detoxification program beds, with the goal of reducing emergency room reliance.

Individuals completing detoxification services shall be referred to appropriate services to facilitate recovery from heroin and opioid addiction.

Commissioner shall provide an evaluation to the Governor and legislative leadership within two years assessing program effectiveness, utilization rates, grant amounts awarded, cost savings, and recommendations for continuation or expansion.

Program shall award grants to certified or licensed programs, services, and facilities to establish the demonstration program, and the act expires three years after effective date.
