Requires the Commissioner of Mental Hygiene, in cooperation with the Department of Health Commissioner, to develop and conduct a public awareness and educational campaign on heroin and opioid addiction.

Campaign shall utilize public forums, social media, mass media (internet, radio, billboards, posters), and the Office website to reach audiences.

Campaign targets youth, parents, healthcare professionals, and the general public with information on risks of heroin and opioid abuse, signs of addiction, and available resources for those needing assistance.

Campaign shall enhance awareness of the opioid overdose prevention program, the "Good Samaritan Law," and work to reduce stigma associated with addiction.

Act takes effect immediately, with regulations for implementation authorized prior to the effective date.
