Commissioner of Education authorized to make recommendations to the Board of Regents beginning December 1, 2014 and every three years thereafter regarding modernization of alcohol, tobacco, and drug abuse education instruction.

Recommendations must include up-to-date, age-appropriate information on misuse and abuse of alcohol, tobacco, other drugs, heroin, and opioids, with focus on substances most prevalent among school-aged youth.

Recommendations shall result from collaboration between the Department of Education, Office of Alcoholism and Substance Abuse Services, and Department of Health.

If the Board of Regents adopts a recommended curriculum, schools must implement it no later than the next school year following adoption.

Act takes effect immediately; rules and regulations necessary for implementation may be promulgated prior to the effective date.
