Corrects "identify" to "identity theft" in the definition of non-transactional fraud detection under the enterprise fraud prevention and detection system.

Renumbers subdivision 5 to subdivision 6 in the state finance law and adds a new subdivision 5 requiring the judiciary and legislature to participate in the enterprise fraud prevention and detection system and provide data access to the state comptroller as permitted under existing state law, rules, or regulations.

Amends the public authorities law to require state authorities to fully support and cooperate with the state comptroller in providing data access for the fraud prevention and detection system in accordance with applicable state and federal law.

Changes the effective date of the underlying 2014 fraud prevention legislation from immediate implementation to 120 days after becoming law, with authority to adopt necessary rules and regulations before that date.

Provisions in sections one, two, and three take effect on the same date as the referenced 2014 legislation (S.4815-A and A.6988-A).
