Establishes two occupational injury and disease prevention centers: one at the CUNY Center for the Biology of Natural Systems and one at the Upstate Medical University occupational health center, contingent upon state appropriation for fiscal year 2015-2016.

Prevention centers shall identify, locate, and notify workers at high risk of lung cancer from past exposures to asbestos, silica, diesel exhaust, beryllium, and other lung carcinogens, and coordinate their participation in low-dose CT scanning programs.

Prevention centers must compile and analyze occupational health and hazard data relevant to New York State, including injury and illness profiles for public employees and construction workers, and develop prevention projects to reduce occupational injuries and illnesses.

Prevention centers shall evaluate occupational health hazards and develop intervention activities for immigrant workers and other workers engaged in temporary or contingent work in New York State.

Requires state appropriations annually for the prevention centers in amounts no less than the previous fiscal year, unless the governor declares a fiscal emergency; modifies the occupational health clinics oversight committee to include prevention centers and extends its reporting deadline to December 31, 2015.
