Establishes the crime of reckless endangerment of a peace officer, police officer, firefighter, or emergency medical services professional in the second degree as a Class A misdemeanor, applying to persons who knowingly alter, convert, enclose, subdivide, or partition buildings without required permits in violation of fire prevention and building codes, creating substantial risk of serious physical injury during fire or emergency evacuation.

Establishes the crime of reckless endangerment in the first degree as a Class E felony when the second degree crime is committed and either creates a grave risk of death resulting in physical injury to the protected professional, or the person has a prior conviction for this crime within the last ten years.

Takes effect on November 1 following the date the bill becomes law.
