Requires all motor vehicle and motor cycle tires and rims manufactured or assembled on or after the effective date to have a unique identifying serial number permanently engraved, stamped, or labeled in readable boldfaced figures visible on the product

Applies to all tires and rims sold or offered for sale in New York State, with labels required to be non-removable without defacement or destruction

Establishes a civil penalty not to exceed $300 for manufacturers, distributors, or assemblers who violate the serial number requirement

Creates a violation punishable by fine not to exceed $300 for intentionally altering, concealing, defacing, destroying, or removing serial numbers with intent to deprive the owner of lawful possession

Provides an exemption for businesses regularly engaged in manufacture, distribution, or retail sale if they can prove by a preponderance of evidence that violations resulted from bona fide error despite maintaining reasonable procedures to prevent such errors

Takes effect 120 days after becoming law
