Expands the definition of "relative" in domestic relations law to include stepparents, step-siblings, cousins, in-laws, and relatives by blood, marriage, or legal adoption.

Prohibits advertising by any public medium originating in New York (newspaper, radio, television, telephone listings, outdoor signs) that offers to find adoptive homes, arrange adoptions, or facilitate permanent physical placements of children.

Criminalizes the unauthorized transfer of an adopted child out of or into New York state for permanent custody or power delegation to non-relatives for more than one year, classifying it as child abandonment and a Class E felony under Penal Law section 260.00.

Exempts persons authorized under Social Services Law section 374-A or approved by a court of competent jurisdiction from the prohibition on transferring adopted children.

Takes effect immediately upon enactment.
