Requires police commissioners in cities with populations of one million or more to establish a four-year demonstration program requiring law enforcement officers to wear body-worn video recording devices as part of their uniforms.

Mandates phased implementation beginning October 1, 2015, with at least 25 percent of precincts (prioritizing those with above-average arrest rates) participating in phase one, expanding to 50 percent by October 1, 2016, and 100 percent by October 1, 2017.

Requires random assignment of video devices to at least 20 percent of officers per shift, with officers mandated to activate devices during all civilian interactions; establishes rules for device testing, tampering prevention, and sanctions.

Directs the police commissioner to provide annual reports to the mayor, city governing body, public advocate, state legislature, and governor detailing precinct participation, demographic data, civilian complaints, disciplinary actions, and civil legal costs.

Expires and is repealed December 31, 2019.
