Applies to health insurance entities subject to Insurance Law Articles 42, 43, 44, and 48

Mandates quality rating systems use only verified, transparent, fair, and accessible data disclosed to dentists, consumers, and the public

Defines "fair data" as data derived from nationally recognized evidence-based or consensus-based clinical guidelines that accounts for patient population characteristics including case mix, severity, co-morbidities, and patient compliance factors

Takes effect immediately upon enactment
